Minutes of the Dunnington Parish Council Meeting held on 14th June 2021 at Dunnington Sport Club
Present: Cllrs G Shaw, J Brooks, A Dykes, S Hardwell, K Jackson, J Maggs, M Thompson, M Ruston N Ford and Z Rees-Gay.
Ward Councillors M Warters and M Rowley both attended. Six members of the public attended.
1 FORMALITIES
1.1 Parish Council received apologies for absence given in advance of the meeting
Cllr L Turnbull – COVID vulnerabilities
Cllr D Swallow – COVID – not fully vaccinated
Cllr G Kay did not attend and did not send apologies
1.2 Parish Council considered the approval of reasons for absence

2 EXCLUSION OF PRESS AND PUBLIC
2.1 The Parish Council will resolve to exclude the press and public, from the meeting for any item where the publicity of the matter being prejudicial to the public interest or by reason of the confidential nature of the business to be transacted or for other special reasons – Resolved – Items 14 and 15.2
3 PUBLIC PARTICIPATION

4 POLICE REPORT
4.1 Cllr M Thompson advised the incidents reported by North Yorks Police
5 ALLOTMENTS
5.1 The Parish Council to discuss the plot holders proposals and agree a way forward – Cllr A Dykes thanked the speaker in item 3 for presenting the proposals
5.2 The Parish Council agreed to create a separate Allotment Group and select volunteers to take part in the Group.
5.3 The Parish Council agreed to involve the plot holders in a review of the Allotment Terms and Conditions later this year
5.4 Parish Council considered the request for trees to be planted by an allotment holder and decided this will be held over until the allotment group can discuss this. The plot holder will be informed by the clerk
5.5 The Parish Council agreed to the cost of replacing the asbestos roof with metal cladding on the Green allotment shed and the hire of a skip after discussion
6 ANNUAL ACCOUNTS 2020-21
6.1 Annual Governance Statement
6.1.1 The Parish Council considered the findings of the review carried out, of the effectiveness of the system of Internal Control and preparation of the Annual Governance Statement.
6.1.2 The Parish Council approved the Annual Governance Statement by resolution.
6.2 The Accounting Statements
6.2.1 The Parish Council considered the Accounting Statements
6.2.2 The Parish Council Approved the Accounting Statements by resolution
6.2.3 The Accounting statements were signed and dated by the Chairman Cllr G Shaw
6.3 Approval of Public Rights Notification - resolved
7 PROW DMMO COMMON ROAD TO FOOTPATH 7
7.1 Update - The Parish Council discussed if the PC should continue to support the DMMO application and respond accordingly during the forthcoming consultation process.

8 ADOPTION OF PARISH COUNCIL POLICIES
8.1 Parish Council adopted the new Freedom of Information policy
9 SPORTS CLUB
9.1 Parish Council discussed the Parking issues at the Sports Club and after discussion Cllr A Dykes proposed that the Parish Council write to the AGM with concerns and suggestions and ask them to respond to the PC. All Councillors to supply any suggestions to the Clerk.
10 DUNNINGTON THROUGH THE AGES
10.1 The Parish Council to discuss and agree to the Reading Room terms for the Parish Council office and the Parish archives - Resolved
11 RURAL VILLAGE E MAIL DECISION
11.1 Parish Council discussed the email request and decided that we would ask if the PC can assess until March and then decide if involvement for the PC is an option.
12 MEMORIAL REQUEST
12.1 Parish Council discussed and decided to advise that there was no objection to approaching Playscheme but any ideas must comply with the Memorial policy and should be brought back to the Parish Council for approval.
13 CEMETERY
13.1 Phase 2 Update – Clerk will remind the funeral consultant re the information requested
13.2 The Parish Council to discuss and agree to exploring the possibility of using some of the spare land for green burials – discussion took place and it was decided that the current system allows for a green burial once a plot is purchased.
13.3 The Parish Council discussed using some of the spare land for a dog play area but it was decided not to say yes at this time.
14 OPTION TO PURCHASE FIELD
14.1 The Parish Council to discuss and agree to purchase a field for the purpose of creating a dog play area and a possible environmental area. (Press and public, and three Parish Councillors excluded) – After discussion it was decided to approach a non-council member to present to the PC at a future meeting.
15 PARISH CLERKS HOURS OF WORK
15.1 The Parish Council discussed the observations made by the internal auditor regarding the need to review the Parish Clerks hours to meet the needs of the Parish Council. (Clerk, press and public to be excluded)

16.1 Update of Local Plan – this was deferred to the July meeting

17.1 Full updated Accounts and Accruals to date for 2020/21
Clerk advised additional items of expenditure
£7.92 expenses for stamps, two invoices for garden maintenance for £800.40 and £67.20, installation of CCTV £492.00, Zoom payment £14.39 and training costs £22.50.
